E-Rate Year 2020-2021

1. Scope of Work and Technical Specifications

The Central Union Elementary School District (“CUESD”) requests qualified firms, partnerships, corporations, associations, persons, or professional organizations (“Firm” or “Firms”) to submit their proposals to provide equipment to CUESD consisting of all of the following:

Seven (7) Meraki MS-350-48 switch (or equivalent) with the following minimum specifications:

• 48, RJ45-10/100/1000 PoE+ ports
• Layer 3 Switch capable of providing 740W POE total power
• 4-SFP+ 1Gb/10Gb ports
• Cloud Managed
{No Installation necessary – CUESD will install (7) switches at Neutra Elementary}

Seven (7) Meraki MA-SFP-10G base LRM Transceiver (or equivalent) with the following minimum specifications:

• 10 GigE
• LRM Long Reach Multimode
{No Installation necessary – CUESD will install (7) switches at Neutra Elementary }

Seven (7) Meraki Enterprise subscription license (or equivalent) with the following minimum specifications:

• Five (5) year subscription license
• Subscription coverage for Meraki switches

Eighty four (84) Meraki Enterprise Cloud Controller subscription license to be used with EXISTING Meraki Wireless Access Points (models Meraki MR-52) with the following minimum specifications:

• Five (5) year subscription license
• Subscription coverage for EXISTING Meraki Wireless Access Points
• (47) for Akers EXISTING Meraki Wireless Access Points (models Meraki MR-52)
• (37) for Neutra EXISTING Meraki Wireless Access Points (models Meraki MR-52)

The above scope of work and technical specifications are intended to be a general guide. While Firms must submit proposals that satisfy all of the above specifications, Firms may suggest additional specifications and services as part of their proposal. Except as otherwise indicated above, the scope of this work does not include subscription licenses or installation services.

2. Proposal Form and Content

All Firms submitting proposals must provide their response to the RFP with the additional information as described below:

(a) Description of Equipment and Services

All Firms shall submit a detailed statement that includes a detailed breakdown of equipment and services specifications and costs, including any shipping costs, taxes, professional fees, and all other costs, fees, expenses, and charges.

(b) References

Firms shall include the organization name, contact, contact title, and phone number of at least three customers with similar applications that have had the vendor’s services for a period of at least one year.

(c) Prior Relevant Experience

Firms shall also provide a list of all school districts for which the Firm has provided the same or similar equipment/services in the past five (5) years. Firms shall limit their responses to no more than the ten (10) of the most recent districts. Firms shall include the name(s) of the district(s), a description of equipment/services provided, and the name(s) of the contact person and telephone number at each district.

(d) Customer Support

Firms shall provide the following:

• Contact information and background of technical support team
• Trouble ticket procedures and escalation intervals
• Billing dispute resolution process
• Description of web-based interface for billing, trouble reporting, etc., if available.

(e) E-Rate Requirements

Firms are required to participate and be in full compliance with all current and future requirements issued by the Schools and Libraries Division (SLD) of the Universal Services Administrative Company (USAC) for participation in the E-Rate Program. Firms shall provide all necessary E-Rate and contracting credentials necessary pursuant to E-Rate procurement requirements, including a Service Provider Identification Number (SPIN).

(f) Additional Information

Firms shall provide any additional information, options, or features related to the Firm’s proposal that the Firm believes CUESD will find helpful in its evaluation and selection process.

3. Selection Criteria

CUESD will be the sole judge of the quality, methodology, and suitability of the equipment and services offered by the Firms submitting proposals. Pursuant to California Public Contract Code Section 20118.2, the award of the contract, if awarded, will be made by action of CUESD’s Governing Board and be made to the Firm whose proposal best meets the evaluation standards set forth in this RFP and will be the most advantageous to CUESD with price and all other factors considered.

Of the Firms that provide a proposal to CUESD, CUESD may, at its discretion, interview some or all of those Firms. The chosen Firm will be selected based on qualifications and demonstrated competence that include relevant experience with public agencies, including local agencies, and a proven track record of success for the types of services specified herein (see matrix below for full detail). A “best value” method of selection will be utilized. The best value method evaluates the selection criteria listed below based on the designated relative weight given to each criterion as a percentage of the RFP’s total points possible. As shown in the matrix below, price is the primary consideration, but not the only consideration, consistent with FCC rules for evaluating proposals for E-Rate.

This RFP is not a formal offer by CUESD to contract with Firms responding to this RFP. CUESD reserves the right to reject any or all proposals and select the proposal that offers the best overall benefit and cost-effectiveness to the school district and its schools. CUESD also reserves the right to amend this RFP as necessary. CUESD shall not be responsible for the costs of preparing any proposal in response to the RFP, and reserves the right to waive any irregularities or informalities in any proposal.

6. Disclaimer

Award of this proposal is contingent upon successful submission of E-Rate applications and documents to the SLD and receipt of funding commitment from the SLD, Universal Services Administrative Company (USAC) SLD. The successful proposer agrees to receive a portion of the payment for the provision of products and services described herein directly from the Universal Service Fund which is administered by the SLD of USAC. The District and the successful proposer will act in a reasonable manner and comply with any Schools and Libraries Universal Service Fund Program and competitive bidding requirements mandated by the SLD.
